You must turn on Cobra Mode inside of the Rebug Toolbox if you are on Rebug CFW.

I did, Toggle COBRA Mode is Enabled.

That's weird because I only have multiMAN 4.66.06 and I'm still able to load and launch games... My theory is multiMAN won't load your game because it doesn't support it anymore since you are using the latest version. If you are trying to load a new game, then I don't know what's wrong. Try installing an older version of multiMAN? By the way I had this error code too before I enabled Cobra Mode
