It should always be turned on. Once you install it, just keep it there until the next OFW update, which then you uninstall the current one and you install the new one.

The spoof should always remain active without your doing so. You need to be spoofed in order to get online otherwise you're going to be prompted with updates and you won't be able to get online. You shouldn't have to enable/disable whenever you boot up.
