You need a Debug EBOOT for the game you are playing.

If you're trying to RTM with TMAPI on Call of Duty, you'll need to use a Debug EBOOT, like Kam said. Also, you'll need to setup Target Manager on your computer and get your PS3 connected. After you get all that done, you should be good to go.
