Modders and Dossers will normally grab your IP through Cain & Abel or a tool like Scars rtm tool that comes with a ip grabber if you mean being pulled through skype?

you cant really stop it, you can use VPN or a proxy but no only do you have to pay for these methods they also slow your connection down. all i can suggest is every couple of days power cycle your router and change your ip (normally by switching your router off and on, but can vary from ISP) so then someone would need to grab your ip again to DDOS you again! and also another point is you do get booted offline make sure you change your ip straight after so that they can't do it continuously
