Yes you'll need a jailbroken PS3 so you'll either have to get a device called an E3 flasher that'll allow you to downgrade your current PS3s firmware to jailbreak it which is risky if you don't know what you're doing as you'll be opening your system up and disassembling it or get an already jailbroken PS3 from eBay or your local classified site. As for the programs well there's no point in getting those until you have a jailbroken PS3 to use them on.

Like xJustJesse said you will need a jailbroken PS3, I recommend buying a 3.55 ofw off Ebay. After that you will find plenty of tutorials on how to get started as well as there are plenty of us on NextGenUpdate that will assist you.

Yes you need a jailbroken PS3 like the above users have said. If you don't have one you will either need to buy a E3 Flasher and do it yourself or just buy a pre modded console.
