I'm using my brothers laptop while mine is being fixed its running windows 7 and I've tried several RTM tools the only one I can remember is RTM tool by Geo. could it be something to do with the fire wall or antivirus?

tried running as admin didnt help. i did get one rtm to open, ScaRzModZ BO2 ULTIMATE RTM Tool V4, but i tried to change some things on my brothers account and nothing worked

Try installing Microsoft .NET Framework 4.5 if you haven't already done so.
