Well if it is a PSN version of the game then it won't be BLES or BLUS it will be the PSN equivalent which is NPEB or NPUB (there may be different letter used at the beginning as PSN titles are not always NXXX)
If it is the PSN version then I don't think it can be done but they could just acquire it through other means (borrowing the disc from a friend and copying it, buying the game on disc instead etc etc)

Yes, you are correct. NPUB and NPEB don't have mods for GTA 5.
