You will need an E3 Flasher in order to downgrade it. However, I recommend you get it done via local downgrade service due to it being cheaper.

e3 flasher cost $50, those service sot $50 and above sometimes

It can be jailbroken. All FAT models CAN be. But you will need a person that does it for NAND since you can't use a NOR E3 Flasher on FATs.
