CIDs usually run for 20-30 bucks. I wouldn't pay more than 20 honestly. As for where, there are a few forums that have trustworthy sellers and i'm sure some of your skype friends know some people.
They aren't allowed on here so you probably won't be able to find anyone on NGU sadly.

There are a variety of different people that sell them. They usually range from $15-$40, it just depends who you buy it from. No one is allowed to sell on here so I can't give you anyone. You'll have to find someone on your own.
