Can i change the boot ID permanently by just using Control Console?

So what I'm asking is, how do i change the boot ID to this new unbanned CID so i can go back to 3.55 OFW and have it work so i'm able to sell it?

Use CCAPI. you can set it to boot IDPS and PSID under the "Console IDs" tab.

Then just upgrade to official firmware!

So using CCAPI to set boot IDPS will permanently change it? I just want to make absolutely sure so i don't accidentally sell a ps3 that can't get online.

Yes, permanently. The only way they can remove it is if they overwrite the Boot IDPS by setting a different one.
