Depends on what spoofer. No you shouldn't need too run it everytime you just need too run it once.
No you only need to run it once and that's all... it's also advised that you use either: PSNPATCH or PSNINJA. Once you run Arch 4.76 spoofer your console will be spoofed to 4.76.
