May I ask what CFW you are on?
If you are on Rebug then thats normal Rebug is not a True Dex Firmware.
Simply Upgrade to PS3ITA and that will go away

Not true. If he have webman Enable with Option dysable syscall on every boot Than it Show dex cex. Or if he try ofw mode before he Check. Very simple he need to go in webman setting Check if dysable syscall on every boot are on.he must go in toolbox without this all.i have rebug 4.75.3 dex with cobra and webman on.it Show in toolbox dex dex. Go back xmb press R2 and triangle (dysable syscall and Delete history)go Than toolbox it Show cex dex.

Lol I Love This Statement Because If A Rebug Dev Seen This They'd Prove You Wrong..
His LV2 Is Changing Because He Either Has Disable Sys Calls On Startup Or He Presses R2 + Triangle..
Secondly Rebug nor ITA Is Technically True Dex As There Converted To Dex Via Software Its Only A Partial EID Change Not Full. Hence Why Lots Of Debug Features Like Disable HDCP Etc Don't Work

I can't run any homebrew apps or tools or even open webMAN setting after disabling syscalls with PSNPatch. So you may not b doing something right if you can run rebug toolbox after disabling syscalls
