Adobe Reader could not open 'CcApi_package_2.70.rar' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded)

You need a program to open .rar files, such as winrar/winzip etc..

Where can I get it

You can simply change your CID(IDPS) with PSNPATCH... use this method:

Step 1: Create a .txt document

Step 2: Inside the .txt write idps= write your 32 character long IDPS here

Strep 3: Save the .txt as psnpatch.cfg

Step 4: Put psnpatch.cfg on the root of your USB...

Step 5: Plug the USB into your PS3 then run PSNPATCH

Step 6: Once PSNPATCH is running click "Square" on your controller and click "X"

Alternative: In case you're on DEX and you're lazy like I am, you can switch to PSITA 4.50 CFW and then use the PSITA manager so you can always change your CID /IDPS.

Also, to get CCAPI working, I suggest turning off your fire wall in control panel and then restarting your computer.
