Where are you downloading it from? Can I suggest to download it from here or the French modding team resources page

Both downloads are working for me so it should work fine for you.

still says something wen i tried loading it from french modding team….Adobe Reader could not open 'CcApi_package_2.70.rar' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).

It should do, do you have an anti-virus which could be interfering with it... if so, simply disable it and try again.

Turn off your fire wall in control panel.
