Assuming your ps3 and PC are currently able to connect to each other via ccapi, I would guess that the ps3.dll etc for the tools could not match the current version of ccapi you are using.

SpongeMods, you answer is without a doubt turning off your firewall, restarting your PC, re-install CCAPI and checking if you have the CCAPI.dll on your desktop.

If you don't, then CEX RTM won't work.
