If you're getting that error, I highly assume that whoever previously owned your 3.55 PS3 used the noFSM method and used some random downgraded for that to happen. Anyways, go into Rebug toolbox (If you don't have it, please search it on the site or online to find it.) and enable QA flag.

After that's done, I recommend installing 3.55 OFW over it. Which you can download here: You must login or register to view this content. Then it should work.

P.S: If QA flag enable doesn't work through Rebug toolbox, I recommend downloading the rebug QA enabler pkg instead.

did you resolve this issue? I actually found out the issue related with this error message can be solved rather easily

Once you toggled qa, you have to go to debug settings menu and make sure system update debug is switched to "ON" position.

You can then sit back and enjoy the update process
