I'm on the same firmware only D-REX instead of REX (CEX) If it's not there go to REBUG Toolbox and changed DEBUG Menu Type to DEX and it should be there. I hope i've helped

If it's not under the GAME section of the XMB you have to install it which REBUG firmware comes with in the Package Manager-Install Package Files-PS3 System Storage section. Then after installing and opening it scroll to the right and go down until you the DEBUG Menu Type and switch that to DEX
