Anyway, here's three images of my E3. I would've said it's a resistor of some kind but it doesn't appear to be. It looks like it's only connected to those two small points you've circled. Kinda like a capacitor but not if that makes sense.

Well ever since i lost this piece i no longer get any blue lights.

I'm really not sure what it is as it has no writing on it :s

You could try buying a broken E3 and removing that part and soldering it to the new one... However, as DrZepto said it's not labelled.
