Post a picture of your E3 flasher so I can compare it to mine and show you what part you're missing :P

Remember to use the 'Quote' button instead of standard reply otherwise we don't get notifications.

Anyway, here's three images of my E3. I would've said it's a resistor of some kind but it doesn't appear to be. It looks like it's only connected to those two small points you've circled. Kinda like a capacitor but not if that makes sense.

You could try buying a broken E3 and removing that part and soldering it to the new one... However, as DrZepto said it's not labelled.
