There are paid and free menus for most games. The difference is that for gta the paid menus get more updates and are stable from freezing.some free menus are good like gnks mod menu is a really good free menu.
Also for gta u can use something known as script bypass which is a mod manager with any where from 2 to 30 mods .
Also you might want to consider swapping from cex to Dex firmware. Dex has more mod support and dex mods usually have more features.
To get the most out of gta might want to also consider going from blus (north America region) to bles (EU region ) gta as bles gta has more mod support as well.

You will need these homebrew apps for your ps3 now if you do switch to Dex ps3 I recommend installing all of them.

Also another difference between paid and free menus is that paid menus have
Key.txt
And some have
Settings.ini
If you purchase a paid menu the key along with the sprx and if it has the settings.ini file would go in dev/hdd0/tmp
but free menus you don't have to worry about those files.
So yeah that should get you going. Like I said try to be on Dex and Bles gta5 and you Will have access to better mods
