I think if you enable QA flag in rebug toolbox will work , if not , downgrade to 3.55 with rogero downgrader then update to 4.46 . By the way , why you want that cfw ? 4.46 ?

Yes you can. Install toggle QA and enable QA flag and make sure its enabled. The way I usually do it is to then install 3.55 rogero downgrader, then install3.55 ofw and then finally the CFW you want but you should be able to install the FW you want once QA is flgged.

Rebug automatically toggles QA Flag. Therefore, if he's on DEX he'll just have to downgrade using a DEX downgrader, if on CEX then he'll use a CEX downgrader.

What are you talking about? Menu's don't depend on firmwares, where were you told this?
