Try finding an updated version of rebug toolbox. Sorry I do not have link to the one I used but do some looking and you will find it.

4.50 still works great. The most stable CFW I know. The spoofer works fine, very unique that it works on any update unlike other spoofs. I wouldn't update unless you really want or need to. Bo3 will require you to though if you play it online.
Rebug for the most part is stable but have heard of some issues. So it's not 100%. If you're updating you don't need a downgrader if you have Toggle QA installed and especially if your upgrading. In some cases, downgrading causes issues. Better just to update and only downgrade if necessary. I'd be happy to assist you if you need anymore help, I have over 3 years in modding ps3's.
