I don't think you will be able to do it. You need a computer in order to download homebrew and transfer it to your PS3 via FTP. Everything is going to be much harder for you without a computer. I'd recommend getting a small, cheap laptop that can handle things but it isn't overly high in specs.

Honestly I've never heard of Rebug 7.75? Did you mean Rebug 4.75? If yes , then you can use something else instead of CC/TMAPI , which is inside the Rebug toolbox! You can use webman to change your CID! I'm not sure if cobra needs to be activated or is needed , but I can link you to the video if you need more information! This is the only way I know you can change it without the need for a PC/laptop! Hope it helps!

There is nothing that you can use to transfer via FTP. And most phones, you cannot access downloads. Homebrew files are .pkg files and you will not be able to even download them due to them not being supported by your device.

Ah okay... You can change your CID in Webman, I know that for sure. There is an option in there if you go to Webman setup.
