I received a PS3 Slim CECH 2101A today for it to be downgrade to 3.55 OFW but when I turn the PS3 on, their isn't any Blue lights flashing on the E3 Flasher when I was about to update it, the only the switches lights and the red power light working at the moment. Does that mean I need to buy a new E3 Flasher clip?

You could try updating the e3 flasher with the samsung update.bin to see if maybe your e3 flasher bugged out and you lost the update or something..
You might just have the clip on backwards on the chip (usually dims the e3 lights..). Could also be a poor connection. If none of those, then yea you're probably right, your clip is damaged.
