It's not the power cable, it's most likely the console it's self. Possibly either the HDMI or the AVI slot may be damaged, if you have an AVI cable consider testing it for yourself... Here's what I think happened:
1: You sent the console back, he re-balled either the CPU or GPU
2: Due to the heat spread of the large surface area of the console, the heat can easily spread to components... It may be that the pins of the AVI or HDMI may have come in contact with each other with solder.
Consider testing the AVI slot...
For example, look at the image below:

You see that picture, look at those two pins. If they were to make contact with each other, it'll circuit cut... Now, I believe the pins may be joined together. I don't believe it has anything to do with either the CPU or GPU since if it were you would possibly have YLOD (Yellow Light Of Death).
