1. Download: You must login or register to view this content.
2. Drop the bkpps3.bin file onto the Get*********.exe file
It should display CID and PSID

If it doesnt power on then you will need to power the E3. Heres how:

There are many application which can do this for you... this video below will show you from start to end on how to extract it:
