Put it on the USB as if it were an update.

/PS3/UPDATE/PS3UPDAT.PUP

Rename the file to PS3UPDAT.PUP.

Inside the USB, make a folder called PS3. Then make another one inside of it called UPDATE. Place the PS3UPDAT.PUP file inside of it.

The update will fail and it will display your minimum version. If it is 3.55 or below, it can be downgraded.
