It depends on what you like, some of the most popular games that this forum have mods for are: GTA 5, Black Ops 3. But again, it would depend on what type of games you wish to mod...

You have got some replies but i want to try and open a thought for you to help the community a bit. There is no game out there is considered "The Best for modding". When modding there are endless possibilities for any game if you have the skills... You shouldn't use mods as a business or to ruin the game for others. So to end this at a nice note... if you like modding learn code and maybe you can mod a game no has ever thought possible on ps3 before all games are best for Modding

imagine what we could do if we had the engine the game was made with at our disposal omg the possibilities for graphic mods and the programs used to work on the packed files like if we had that stuff and spent the time to modify and change stuff the possibilities would be endless, but learning to use them sort of programs takes a lot of time and dedication which i don't have.
