Not necessarily, you can use backups but using a JB is way more fun and better, you are also limited with backups with the things you can mod

As GoKezGo stated you can use the backup method to have some mods but i would read the topic Dro linked & keep that in mind if that's what you want to do.

Ohh okey, like for example i want to have some mods for gta online can i have it without a jb ps3?

Yes you'll need a Jailbroken PS3. Why? You'll need to make communication with your PS3. Which will result in you being able to use RTM/RPC tools...
