But why do RTM tools say 1.26 on them?

That's because 1.26 is the latest update for GTA V meaning everything in the tool is up to date on the latest GTA V update.

They're updated, therefore, you'll need to also update your game since that's what is supports. It's like trying to run GTA 5 on Windows 98...
