You can do this by putting it into CCAPI and setting it as the Boot IDPS.

use IDPS set too change your CID permanently.

The reason i cant get a rtm tool is because theres no rtm tools on 2.70 for ccapi n when i go to 2.60 shit wont work hellpppppppppp

Downgrade to 4.75.1 D-REX, you can simply just but the FW on a USB like this: PS3>UPDATE>PS3UPDAT.PUP and install it over 4.78.1, reason I say do that is because 4.78 is simply too new for a lot of stuff and .75, most stuff is compatible. This will allow you to use CCPAI 2.60 which I would prefer doing over replacing stuff to use 2.70. You can then RTM. However because 4.75 is Cobra enabled I wouldn't change the boot IDPS via CCAPI, instead I would go to rebug toolbox and make sure cobra and webMAN are enabled in there. Once enabled (should be auto) restart the console. Then put your PS3 IP into your web browser (on the PC) and the webMAN file directory should come up (yes, magic). Go to setup> and change the boot IDPS from that menu, personally feel its a bit more refined. Then you should be fine.

Also, if you have spent a month with the console and only gotten thus far, I'm not sure you should own the console...
