If you have MultiMan, I think you can use it to install package files. Just transfer over the sen enabler pkg to "dev_hdd0 > packages." Then you will want to go to MultiMan's file manager and fine the pkg file. Now double click on it and it should install. Although I'm not 100% sure it works. Doesn't hurt to try! Hope this helps!

I did the same exact thing on my old PS3, but when I reinstalled my CFW, it fixed the Package Manager. Since its not working for you, I would try downgrading to 3.55 and then reinstall your CFW.
