But also last night i tried installing a vpn to comnect to my ps3 but i got lost but i was messing around with the change adapter settings could that be something idk just plz help!! Am on cex 4.75!!!!

Also it tells me on ccapi on pc that verify ur ip is right check ur antivirus or firewall make sure u have correctly installed ccapi on ps3 but i havent had no problem until last night

Only reason why I believe your PS3 cannot connect to CCAPI anymore is because your PS3's Dynamic IP has changed when you were 'booted' offline. These IP addresses can change overtime as some are temporary. Just check in your settings to find out what your PS3's IP address is now and try and connect it with CCAPI again. Otherwise its nothing to worry about.

I went to system information n my ip is still the same

have you restarted your router? i had a problem like this
also if no luck maybe un installing ccapi from ps3 and pc and re installing
