You can use 2.60 on pc and 2.70 on ps3 and no need to change anything on the tools

I don't know how true this is because RTM tools use the functions inside the dll, and if Enstone decides to update any functions for whatever reason, they're going in a new dll.

Idk all the technical stuff but i was having problems with 2.70 on 4.76 rebug so i re installed 2.60 on my computer and got the 2.70 pkg from brewolgy i was surprised it worked but yea its working great with all my tools
