I don't mod gta but i doubt it's possible to bypass a ban. I would think you can just make a new account though.

Depends what kind of ban you get.

Console ban (CID) from sony, you would not be able to sign in/access psn on any account on the ps3. It will say "This console has been banned or temporarily suspended" when trying to sign in.
You will need a new CID to unban.

PSID ban (account ) from sony, you would not be able to sign in/access psn on just that account. It will say "This account has been banned or temporarily suspended" when trying to sign in.
You will need to create a new account to unban.

You can receive both types of bans from sony simultaneously.

Games can also give their own CID/PSID bans. Usually it will also mention account or console. If you cannot access the game's online features on another account(new PSID), then you will need a new CID to unban yourself from the game.
