An E3 Flasher isn't necessary as you're already below the required version. I suggest installing 3.55 OFW, then 3.55 CFW, install and enable Toggle QA, then install the CFW of your choice. Ensure there is no disk in the drive while you're performing your updates and always check the MD5 of a PUP before installing it.

from there you can go straight to any cfw of your choice (cex ofcoarse)
