Are you using a Google Chrome App Store Free VPN? or did you actually purchase a VPN, and set it up with a ethernet cord?

To use a vpn on ur ps3 u need to connect an Ethernet cable from ur ps3 to pc from their u have to go to network settings and click on properties on ur pcs connection (i believe) then look for the setting "allow other devices to connect through this computer" and click the box beside it..

That sets it up u will need to maybe look on YouTube on how to set up the wired settings on your ps3
