Hmm that is quite odd and unusual what was your means of changing your cid what tools/packages did you use to change it?
I Ask Because if you used ccapi but didnt click "Set boot id". so it will boot that new cid everytime but unless i overlooked something if you didnt turn off your ps3 after you changed it then its beyond me as to why it would still say your banned.
1 theory might be it could always just be one of those occasional flukes/bugs
restart the ps3 and set the new cid agian (Make sure to set it to where it will boot the new cid everytime the system is turned on if using ccapi)
theory 2 if the first recommendation does not work try using psn patch or sen enabler (Both are package files to be installed on the ps3) instead and munally chaning the cid via the cid file that comes with sen enabler

Good news I got it working I just restarted my PS3 a few times and eventually it worked!

It could possibly just indicate that the account speciffically is banned from psn seeing as your other account permit you acces online renforces this theory just the account was banned so no worrys as long as you can access psn thats all that matter Cheers!
