I am running 4.78 Dex and I would like to know how I can mod games online with CCAPI?
Also do I need to use PSNPatch on DEX?

Well, since you are on 4.78, you will need CCAPI 2.70 Rev 3.
PSNPatch is just something that people use to lower chances of ban.

I have CCAPI all setup ready to go, its just IDK what to do from here!

You can download games for free from torrent sites.
You can use CCAPI to connect to an RTM tool in your game of choice.

Also what about ProDG Target Manager, I was told you need that to connect to your PS3?
Go to MW3 Mods, Patches, and Tutorials section and you should find an RTM tool. You can connect to it with CCAPI. Make sure you are in the game before attaching.
Target Manager takes longer to setup and is not a requirement.
