Odd, I'd recommend trying another usb and making sure you safely eject. Also if that doesn't work reinstall your CFW.

You could also try using Filezilla and transfer the package files to dev_hdd0/packages

As Dro said, if it's that much of an issue then use FileZilla. Otherwise try to reinstall CFW. Also, when did this issue start?

ehm yeah i try do it with filezilla it's the same but when i try to downgrad now my ps3 it come a error code : 80029CCA but when i do a d-rex or the same fw PUP that works but it's fix the problem not :/

That's because you are attempting to downgrade with a CEX FW. You are on DEX, meaning you need a DEX CFW to go to, upgrading or downgrading.

When you do it through FileZilla what happens? Make sure you quote me back so I see you replied.
