you got the ps3lib.dll for 2.70*

Try to delete the lib.dlls and switch them to the specific .dll you are looking for. There is a thread by xJustJesse explaining it. It should be stickied. Next, make sure you double re-install the correct CCAPI for 2.60 onto yout PS3. Then, install with the 2.60 CCAPI onto your PC. Other than that, you have a weird problem i'd have to investigate on more.
