Yes it could be your anti virus blocking it but i would think it would give you some sort of notification that it was blocked if it was. An .exe file not opening could also potentially mean it's a RAT which is NOT good. I would run a virus scan and download Malwarebytes Anti-Malware if you don't already have it and run a scan with that too just incase as if it is a RAT whoever Ratted you can access your computer. Not trying to alarm you just letting you know the possibilities.

im not 100% sure but there is option under the bottom that says run anyway, just click on that. Btw make sure the tool is from a trusted Dev

Then add an exception for it via antivirus or turn it off while using. Also, make sure you quote us back.
