But, you can look into torrents to download things, but no one can help you with that here because warez :/

Like, to run rtm tools, you need a net framework of 4.5 or higher but I'm wondering if there's a way to make an rtm tool that will open on a net framework 4...Like Windows XP, NFW4.5 is for Vista and higher but I don't have any of the higher OS's

As far as I know you can't due to the codes. Xp is obsolete so no one makes anything for it let alone Windows. You would need to completely reengineer it for it to work...again as far as I know
