If you're on REBUG try this:
1. Go to the DEBUG settings on the XMB and set: NP Environment to np, Boot Mode to Release Mode and Region Settings to US if you're in the USA or UK if you're in the United Kingdom.

Doesn't need Release Mode for PSN access :p and shouldn't need to change Region. However, CID could be it too.
