Do you have ccapi installed on your PS3 and computer? If not then thats your problem. You cant connect to rtm tools using ccapi if it isnt installed.

If you dont want to install ccapi, then use TMAPI to connect to tools.

Yes i have ccapi and it works fine it connect properly and yet it still tells me the same maessage after many reinstallations.

The tool you are using only allows the use of a certain version of CCAPI. That's your issue.

Well what CFW are you on? 2.6 may not support yours.

I was on rebug 4.78 with ccapi 2.70 but that didnt work so i downgraded to rebug 4.76 and now have ccapi 2.60 and it still will not work, If youre wondering cobra is disabled

Cobra doesn't matter. But 2.6 only supports up to 4.75.
