Well it would depend on your definition of basic. Also, for such games you'd have to find the offsets and functions as I don't believe there are any out there for those games. It'd be a lot easier to do for a game that has all that ready such as GTA, not that we need more sprx for that game lol.

As Basic as it comes really.. or even a RTM if thats easier to create? something that will say.. allow you go enter create mod (Open Your Popit) anywhere, Unlock Developers Tools, Possibly edit level ratings or keep your level on the 'Cool Pages' They Could Be a few things ive missed off but just something basic that will add abit more fun into the game.. everyone seems to just flood the GTA series with menus which most are the same.. we need some good menus on other games too

Well an rtm wouldn't be as complex as sprx so yes it would be easier. Not all games have a dev menu or options. As I said you'd have to find most of those functions and when you are talking leaderboards you're getting into dynamic offset's most likely. Unless you have any experience with finding offsets, I suggest you learn basics first. It's complicated and not something that can be easily done quickly.
