I was on youtube and asked a modder what tool he used and he replied, "I use the force host in Enstone's Phantom menu" and by that I was very confused can anybody help?

You can enable force host using the menu. Go into a private match, open the menu, find the option, normally would be under Host Menu or something along those lines.

You can also enable it using a tool or an eboot.
