If you can't connect to the internet how are you able to come here then lol? :s
If he was booting you all you have to do is turn your router internet box off wait 30 seconds then turn it back on. If for some reason you still can't connect to PSN its probably because PSN servers are either down or slow, that happens quite often with me takes a little time to connect to PSN.

quite possibly a dos attack but i doubt it just try restarting router/modem

Change your IP. Turn off everything (router/modem/ps3) then turn back on . If it does not help, contact your ISP.

If you got booted offline they can hold you off for however long they put on the ports. I say you get a vpn because they can't hold your ip. you will just get hit and get back online.
