Yes you can, just set it how you normally would using CCAPI on both consoles but that'll drastically increase the chances of it getting banned.

You can use a cid on how ever many systems you want. There is absolutely nothing to prevent using a cid on more than one system. However please bear in mind that the more systems that are using the same cid on multiple other systems will greatly increase the chance of it being noticed by Sony and being banned very quickly. My advice would be to use a private cid for each system to make it look more legit and authentic.

As the others have said, you can. You can share it with as many people as you want. Why do you think public CIDs exist? But it does increase ban risk highly. It's not recommend as its no longer private.
