It honestly sounds like you might need to open your PS3 up and apply some new Arctic Silver 5 paste to help cool the system down and reduce the noise of the fans.

Its from webman if you have it . It controls the fan speed as your ps3 gets hotter

Are you using any fan app or utility to edit fan speeds? Such as Webman? Check your temps with CCAPI.

The paste goes on the RSX card, when I used to do it i used a ruler to even the paste out on both of the chips.... It could be a pain in the a$$ to remove the mobo from the cards as they do get sticky
