Ah you make flashes old fashion style. You may have corrupted ones. Nowadays you can have PS3 make it for you. I need you to get both lv2 and target to either CEX or DEX.

Ah you have file extensions hidden. Either way you shouldn't have lv2 CEX and target DEX. Have them both set to one.
